Red rash/Spots on bottom of shell

Hi

I have two yellow bellied sliders. I have recently noticed that one of them has quite a few small red spots forming on the underneath part of her shell. The other has one or two small red spots on the bottom of his shell.

What could this be, and what has caused it? I have been unable to let them bask recently due to the basking platform breaking. Could this be a cause of the spots??
